better error mesg when agent can't connect remotely

Bug description:
right now agents throw fairly scary looking exceptions when they can't
"phone home" via RPC or API. However, this can be fairly normal,
especially as a transient behavior when all daemons are being
restarted.
Ideally we would catch these specific exceptions and log them in a
less threatening way, printing out an error message rather than a
traceback.
