L3NatExtenstion.setup invokes superclass twice

Bug description:
In the setup method
(https://github.com/openstack/quantum/blob/master/quantum/tests/unit/test_l3_plugin.py#L75),
super(L3NatExtensionTestCase, self).setUp() is invoked twice, for no apparent
reason.
While this is not harmful it could surely be avoided.
