quantum-ns-metadata-proxy log file name should have a '-' before the
router_id

Bug description:
The log file name for each quantum ns-metadata-proxy agent is
something like:
quantum-ns-metadata-proxyfc1e4708-9363-4c6f-8643-6c34f18becbc.log
To be like all the other processes and things created (like the
network namespace id), there should be a '-' right before the
router_id portion:
quantum-ns-metadata-proxy-fc1e4708-9363-4c6f-8643-6c34f18becbc.log
$ ip netns | grep fc1e4
qrouter-fc1e4708-9363-4c6f-8643-6c34f18becbc
