Quantum Manager needs synchronization

Bug description:
Quantum server loads plugin via QuantumManager class in different threads.
When there are lots of messages in MQ, amount of threads in high and
duplicating log messages could be seen that indicate that core plugins and
service plugins were loaded multiple times.
QuantumManager singleton needs to be either synchronized or
initialized at server start.
