Incorrect usage of NexusPortBindingNotFound exception in nexus_db_v2

Bug description:
When NexusPortBindingNotFound is raised in nexus_db_v2 module the
'port_id' keyword argument is not supplied. This leads to KeyError
when the exception error message is formatted.
We haven't encountered this error before due to another bug
(https://bugs.launchpad.net/quantum/+bug/1173131).
