add quantum tag and quantum version as nvp tag to quantum elements

Bug description:
We should be adding tags on lswitches/lports/lrouters,etc noting that
this was created via quantum and the quantum version for added trouble
shooting and to allow us to maybe ignore resources created outside of
quantum.
