Instance snapshot didn't show in /project/images_and_snapshots/

Bug description:
Reproduce Step:
1. Project/Instance/Action/More, shoose "create snapshot"
2. By nova command, we could found the snapshot could be created succesfully
3. However, Project/images_and_snapshot, we couldn't see it.
