Quota charts broken on Resize Instance page

Bug description:
The quota bar charts on the "Resize Instance" action show as empty --
it looks like the work for Resize Instance was merged at about the
same time as bug 1178694, which switched the calls from quotas to
limits, and still uses the old style.
