Add a user preference for console type (vnc vs spice)

Bug description:
Currently Horizon makes an attempt to obtain a VNC console and will
fallback to Spice. While this is a reasonable default, it would be
really nice for users to be able to select their preference. Perhaps
something along the lines of "Auto (Default)", which is the current
behavior, Spice and VNC, the latter two being forced if set. This
will allow users to switch console modes themselves if they have any
issues.
