Drop a name of packet filter in NEC Plugin
Status in OpenStack Neutron (virtual network service):

Bug description:
When we create or update a packet filter at the packet filter
extension in NEC Plugin, the name of packet filter is dropped. So we
never get the name.
The reason of this problem is that NEC Plugin does not handle name
parameter of packet filter and no column for name in the packet filter
table.
I will fix this bug and write unit test for it.
