Deprecate enable_tunneling in the OVS Plugin server code

Bug description:
As part of the work on this bug [1], it was mentioned during the
review to properly deprecate "enable_tunneling" in the server. This
option was removed from the agent code recently [2], and should also
be deprecated and removed from the server so that the option can be
removed after Icehouse from the configuration file.
