Closing as invalid. Changing the MINIMUM_VERSION is not necessary. Just
use dnsmasq <= 2.59, that's no problem. You only get a warning message
in your logs.

MINIMUM_VERSION = 2.59
That's not correct. Change Ia7d2b1c0 adds support for dnsmasq version
2.48. Version 2.45 is also working fine. I think we should set the
correct "minimum" version in agent/linux/dhcp.py.
