In the [quotas] section of the neutron.conf configuration file the
deployer can configure "quota_subnet" to limit the number of subnets a
tenant may create.

Bug description:
Some plugins may need to limit the number of subnets a tenant is
permitted to created over a network. Currently there is no such
configurable parameter in neutron.conf or any configuration files.
