This is really a limitation of the APIs Horizon is calling. They use
the marker/limit system which makes it impossible to do as you suggest.
There is also heavy resistance in the community to improving on the
pagination mechanism in the APIs. That said previous may be an option
for at least two services, nova and glance. See

Bug description:
Currently, there is only one choice to get to the next page for table, that
is, the *more* action to the next page.
It's really confusing when there are lots of pages.
