quantum is not considering appropriate region endpoints when a VM is
launched

Bug description:
Define two service endpoints for quantum one for region say regionone and the
other one for regiontwo.
When a vm is launched from command line using nova boot (choosing one of the
regions), it errors out. In nova-api log, it errors out saying
AmbiguousEndPoints. This error is from quantum client and reports the two
regions endpoints. Region name does not seem to get passed on to quantum.
