Bug description:
Disable a user, and get "Error: Error disabling user: Item not found.
(HTTP 404)"
User enable/disable is now implemented as part of the user details,
and the API endpoint for that action has been removed in keystone.
Keystoneclient needs to be updated along with Horizon.
