Repro: Always
Steps:
1. Go to Admin Panel
2. Go to Users on left sidebar
3. Create new user
4. Create user with no email specified
Actual Result
"This field is required." beside email address.
Expected Result
Email address is optional just like in from the Keystone client
keystone user-create --name "some-name" --email None
