binding:profile in create-port/update-port should not be allowed for

Bug description:
In the default policy.json, while only admin user can read binding:profile
attribute attribute of a port,
non-admin user can specify binding:profile in port-create/update.
It is inconsistent and modifying binding:profile should be allowed only for
admin user by default.
