Bug description:
It looks like we are unable to remove the router because we are no
longer able to retrieve the admin-owned metadata port:
For more details, this regression was introduced when 'context' took
the place of ctx_elevated in commit
I299d4ed688a70b6dff506c999355661cf783ae26.
