LBaaS: pool stats are not updated by the plugin

Bug description:
Loadbalancer statistics are regularly fetched by lbaas agent and sent
to the plugin driver but plugin driver doesn't call lbaas plugin to
update stats in the db - so stats remain zeroed all the time.
