Bug description:
Currently
quantum/tests/unit/services/loadbalancer/drivers/haproxy/test_plugin_driver.TestLoadBalancerPluginNotificationWrapper
tests only create/delete/update vip operations. Need to test all
plugin_driver operations to improve test coverage and to prevent bugs
like this: bug 1190577
