swap_volume calls functions with volume rather than ID

Bug description:
There are several instances in compute/api.py and compute/manager.py
where the swap_volume code calls functions in volume_api with a volume
dictionary rather than volume ID.
For example:
self.volume_api.begin_detaching(context, old_volume)
Rather than:
self.volume_api.begin_detaching(context, old_volume['id'])
