set_vif_bandwidth_config may throw a KeyError.

Bug description:
set_vif_bandwidth_config may get an inst_type (as its second
parameter) that has no 'extra_specs' field. This is perfectly normal,
but will cause a KeyError:
for key, value in inst_type['extra_specs'].iteritems():
