Ami-style images stored as qcow2 are not resized

Bug description:
Images containing only the root partition and stored as a qcow2 file
are not resized properly. (for example ubuntu's lucid image) Nova
tries to resize only the actual disk file, which works for raw files,
but not for qcow2. Both fsck and resize2fs fail in this case and the
image itself contains cloud-init old enough that it doesn't attempt to
resize itself.
