Bug description:
If the Nicira plugin is unable to obtain a L3 gateway service UUID for
a router, an error like the following is currently returned:
An unexpected error occurred in the NVP Plugin:Unable to plug
attachment in router port <uuid> for quantum port id None on router
<uuid>
Which is kind of confusing for final users
