Cannot filter 'soft-deletd' instances via nova api

Bug description:
In nova-api, both DELETED and SOFT_DELETED are mapped to 'DELETED'.
Thus we cannot filer 'soft-deleted' instances via nova-api, like:
nova list --status SOFT_DELETED
