Neutron l3 agent should remove metadata nat rules after disable meata
proxy.

Bug description:
The following nat rule exists in iptables when enabled Neutron
metadata proxy:
iptables -t nat -D neutron-l3-agent-PREROUTING -d 169.254.169.254/32
-p tcp -m tcp --dport 80 -j REDIRECT --to-ports 9697
But after disable Neutron metadata proxy, this rule is not removed.
