instance_type system metadata sometimes not updated on resize or
resize-revert.

Bug description:
We have seen occasional instances where on resize the instance_type_*
metadata in instance_system_metadata is not updated to match the new
instance_type. This has happened on resize (leaving the instance_type
info for the old type in the metadata) and when a resize is reverted
(leaving the type info for the reverted type in the metadata).
The instance_type_id on the instance record is correct in these cases,
but some info on the instance record (notably memory_mb) is also not
updated correctly.
This leads to conflicting information in the notifications (such as
the compute.instance.exists audit notifications) for that instance.
instance_type_id (derived from the instance record) will be correct,
but instance_type (the name of the flavor) and things like memory_mb
in the notification will be wrong.
