Nova-compute will crash if it cannot connect to VC on startup

Bug description:
the nova-compute process with the VCDriver will crash on startup if it
cannot reach vCenter or receives an error from vCenter. In
production, VC and nova-compute may startup around the same time.
nova-compute should wait for VC to be accessible instead of crashing.
