Nicira plugin - allow users to default to punctual state sync

Bug description:
The blueprint nicira-plugin-get-improvements changed the way in which
the nicira plugin synchronizes the operational status of network
resources, which is now performed in a separate thread,
asynchronously.
However, scenarios in which a punctual state synchronization (the old way of
doing it) is preferrable might still exist.
The synchronization thread can already be switched off, but we're currently
lacking a solution for reinstating punctual state synchronization if the user
wishes to do so.
