Probably needs to be addressed by canonical folks. Our git repo does have kombu:

Bug description:
Installed h3 bits from canonical but in RPM packages and found that nova
defaults to qpid instead of kombu. You need to explicitly add the following
line to force nova services to use rabbitmq:
rpc_backend=nova.openstack.common.rpc.impl_kombu
The description however is otherwise:
# The messaging module to use, defaults to kombu. (string
# value)
#rpc_backend=nova.openstack.common.rpc.impl_qpid
