Right, that is behavior by design. Service Provider extension is not supported 
by any of the loaded plugin. That's why corresponding command returns 404.
Marking as invalid.

  neutron service-provider-list 404 when service_plugins is empty

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  In a clean devstack, if I edit /etc/neutron/neutron.conf to replace:

      service_plugins =
  neutron.services.loadbalancer.plugin.LoadBalancerPlugin

  by:

      service_plugins =

  and then restart 'q-svc', I then run into the following issue:

  
  $ neutron service-provider-list
  404 Not Found

  The resource could not be found.
