nova-schedule should log reason for failure to schedule

Bug description:
If log level is set to INFO, you'll only see a log message about nova-
schedule attempting to build n instances then a log message about
setting the state to error when the scheduler fails to schedule an
instance due to a filter returning 0 hosts. If you set it to DEBUG,
you can see clearly which filter it failed. nova-schedule should log
which filter failed when on log level INFO.
