l2-pop : partial-mesh not implemented with only one VM in the network
Status in OpenStack Neutron (virtual network service):

Bug description:
with ML2/L2-population and tunneling and ovs agent, broadcast from a
VM should only go to the host that host a VM in the same network. But
if there is only one VM in the network, broadcast traffic is sent to
every tunnel.
