DB migration 10 converts booleans to strings

Bug description:
There is a bug in db migration 010 in downgrade_user_table and
downgrade_tenant_table where the enabled boolean parameter is
erroenously converted to strings before being dumped in JSON format.
This causes a later upgrade back up to 010 to fail with the SQLite
engine (MySQL and PostgreSQL are ok)
