novaclient raises TypeError when encountering a 503 response from nova
service

Bug description:
Setup:
* Run devstack
* Go break the nova service password in /etc/nova/api-paste.ini
* restart the nova service so that it's running with an incorrect service
password
Log in to the dashboard.
Result:
- 50x response and big ole traceback, reporting that the nova service was
unavailable (503).
Expected:
- nicer error response
