That behavior was intended: in case of misconfiguration the server needs to
stop loading and notify about the error.
Also, we can't just skip duplicate because we don't know which one is correct.

Bug description:
Having duplicate service_providers in neutron.conf causes neutron-
server to stop working. This can be a problem when more than one
config file is passed to neutron-server. It seems logical to not
specify the same service_provider in two different config files (or in
the same one), but in the case that it does happen, neutron should log
a warning and ignore duplicates.
