Bug description:
job 'gate-tempest-devstack-vm-neutron-large-ops' is failing on trunk.
This job does the equivalent of 'nova boot --num-instances=150' using
nova's fakevirt driver. And the job failing means either not all the
VMs are coming up or neutron is taking too long.
