Help message of "create flavor" is incorrect

Bug description:
The help text in "Flavor Info" tab of "Create Flavor" workflow is wrong.
It says "From here you can create a new flavor to organize projects.",
but flavor organizes not "project" but "instance resources".
The corresponding code is
openstack_dashboard/dashboards/admin/flavors/workflows.py L.57
