Quotas: "inf" is unfriendly and not translatable

Bug description:
At the moment, we often send float("inf") directly back to the UI when
handling unlimited quotas, e.g. on the graphs in the Overview page. We
should aim to transform this into a friendlier string, both in English
(for example by using "Unlimited" like we do on some of the bar
charts, like in the Launch instance screen), and in order to make them
translatable.
