Bug description:
Regression in xenapi driver - the agent update code in
_configure_new_instance_with_agent should be called after the
instance's networking is configured.
The https://github.com/rackerlabs/openstack-guest-agents-windows-
xenserver agent makes an HTTP call to update itself.
