cisco n1kv unit test failing depending on threading

Bug description:
The test_n1kv_plugin unit tests have segment IDs that overlap with
segment IDs in test_n1kv_db.

This causes a unit test for segment uniqueness to fail when they end up
executing simultaneously. (e.g.
