Availability Zone on Volume screens

Bug description:
A user should be able to select an Availability Zone when creating a
Volume. There should be an option for "Any Availability Zone" similar
to the pattern used on instance creation.
Also, the AZ should be added as a column on the Volumes table.
Note: there is a related bug here:

regarding single-AZ environments that would also apply to this feature.
