Bug description:
When creating server via Nova API and specifying OS-
DCF:diskConfig="MANUAL" using XML formatted data, the API returns Bad
Request.
Steps to Recreate: Create a server with OS-DCF:diskConfig="MANUAL" in
an XML Request. This fails with the following error: HTTP/1.1 400 Bad
Request
Workaround: Use JSON
