migrate server doesn't raise correct exception

Fix Released
Bug description:
Migrate a non existent server throws HTTPBadRequest exception ,the correct is
InstanceNotFound exception.
live-migrate has the same problem.
The other server actions throw InstanceNotFound exception.
I think it's a bug.
