Bug description:
Commit 4721408ea861a66af1ad1df5a45c42addcd8a95f fixed bug 1195468 for
the V2 API where trying to create an instance with a non existant port
resulted in a 500 status code rather than a 400. The fix was not
applied to the V3 API. We should fix that.
