Bug description:
According to horizon's docs at
http://docs.openstack.org/developer/horizon/topics/settings.html
#openstack-endpoint-type the default value for OPENSTACK_ENDPOINT_TYPE
is 'internalURL', but according to
https://github.com/openstack/horizon/blob/master/openstack_dashboard/api/base.py:253
'publicURL' is used.
