Nova compute service should be disabled, if libvirt service is
unavailable.

Bug description:
Nova compute service should be disabled on a node when a connection to
libvirt is lost
and resumed when libvirtd become fuctional again.
This is in order to avoid new instances or migrations to be scheduled compute
node, when it'd disconnected from libvirt.
