glance-api usage shows that the default config file is "None". I don't
think this is correct, I think it should be /etc/glance/glance-api.conf.
See the last sentence.
--config-file PATH Path to a config file to use. Multiple config files
can be specified, with values in later files taking
precedence. The default files used are: None
