Horizon, Nova, Cinder and Quantum were unable to communicate with
rabbitmq.
Uninstalled and installed rabbitmq and restarted the service now I am
able to get all the information.
Error messages were logged in the rabbitmq log file, so analysis of log
files is very important.

Bug description:
I am running Openstack Grizzly on Ubuntu 13.04.
When I launch Horizon (admin or demo users), on overview tab get an
annoying error "Error: Unable to retrieve quota information."
This same error I receive on "Instance", "Volumes", "Access &
Security", "Network" and "Router" tab.
I am able to see "Images", "Flavors" "Projects" "Users" tabs correctly
for both admin & demo users.
Please look into this.
I searched the web for this specific error, but could not find a reasonable
solution.
